clarification on ICD-U40 functionality

The microchip ICD2 can supply 5V to the target circuit, can the ICD-U40 do the same? I did not see anything in the ICD software to enable/disable 5V to the target.

If not can it be modified (software/hardware) to provide this functionality?

Yes it can power the target.
