ICD-U40: 47k on MCLR?

I've to confess I'm not the best hardware engineer so I'm a little bit confused what for the 47k resistor on MCLR is required. Well I know that it is used for pulling up the signal zu VDD (5V) but during the programming process it will be pulled to 13V. In my application VDD of the controller is not isolated during programming, so other ICs are all connected to VDD, any time.
If the PIC is in programming state, what will happen to my 5V supply? Will my ICs be shortly powered by 13V?
