source not programming into the chip right

I tried to program Microchip's TCP/IP Stack, without modifying anything, into PIC18F8720 on the 80-pinTQFP80 demo board using CCS's USB programmer. After it programmed, it goes through verification phase. But it always give a few addresses that is not programmed correctly. Why is this happening? And how do I get it to program right?

The box poped up stating

Address Actual Expected
0000969C 02 2A
0000969D 02 0E

The file being programmed is mpnicee_smsc.hex. Tried re-program many times, same pop up box again and again.

What is the version of your programmer?
Have you tried porgramming other chips?

Programmer is ICD-U40, Firmware is 1.38 as I remember.
