Issue with ieeefloat.c on the Q43 chips

This thread shows an issue that has been identified with this library and these
chips. Hopefully will be fixed soon.

It is because the Q43 chi0ps have the bottom area of their 'RAM' memory
map containing fast access versions of the SFR's, which prevents the
#locate used to address 0x20 from working.
I have a patched library that fixes this if needed.
