Setting fuses, PIC16F1939

I'm having trouble getting fuses set correctly.

I have
#fuses INTRC_IO,NOWDT,PUT,NOMCLR,NOIESO,BROWNOUT,BORV19,PROTECT,CPD,NOLVP

I get 0x28A4 and 0x0EFF

Second one is correct, but in the first one the brownout mode and code protect are incorrect. So I decide, forget that, I'll set them manually:

#FUSES 1=0x2E04,2=0x0EFF
I get 0x39E4 and 0xEFF

What's going on???

For a problem like this, always post your compiler version. It may be
related to the version.

Also, the 'classic' is compiling for DEBUG. This forces certain fuses off. Typically Brownout, code protect etc...
