I am running my usual setup - Compiler 4.032 / ICD-U40 with Firmware 2.014.
This works fine with all my development boards.
I designed a new board using the 16F690 and when trying to download using the ICD - I get the Target not found error.
After carefully checking all the connections I think the circuit is connect correctly and the PIC is good (I have a oscillation on OSC OUT).
Is there something I have to do to get the multipurpose MCLR and PGC/PGD pins setup first?
This is the first time I have ever had an issue programming a chip.
Could it be the ICD-U40 Firmware? I can't seem to find the page with the current drivers.

Duh! This was total pilot error. Somehow I convinced myself that I did not have to hook up the target Vdd to the ICD. Then I remembered that the target Vdd is used by the ICD output drivers.
