Need Help! Fuse problem

Why this code does not work ?
Code:
#include <30F4013.h>
#fuses PR,HS,NOCKSFSM ,NOWDT
#FUSES NOWDT,NOPROTECT,NODEBUG,NOWRT,NOPROTECT,NOCOE,BORV42,BROWNOUT,NOPUT
#use delay(clock=20000000, RESTART_WDT)

void main() {
delay_ms(200);

   while (TRUE) {
     output_high(PIN_B0);
     delay_ms(200);
     output_low(PIN_B0);
     delay_ms(200);
   }
}

When I use internal RC oscillator (FRC) then LED on pin PB0 blinking.
I guess, the #fuses HS is not set property.
I use CCS compiler version 4.084
