pic not sending to pc standalone

hi to all, pic is sending to pc ok if its working from my matrix multimedia
developer board, but if placed in a project board it does not work, checked
crystal and baud rates, are the same as using the matrix developer board,
am using a0 a1 as rx tx with a max232, crystal in board is 3276800 and it match #use delay, when pic is in project board i use a 4mhz then i specify this in use delay but doesnot work, it only works in my matrix board..
