Oscillator working

I use the PIC16F877A development kit. I adapted a PLCC44 socket that allow me exchange the chip easy. When I exchange my old (working) chip by a new one the oscillator stop working. I do it with more one brand new chip and the oscillator doesn´t work. Back to my old chip everything become working.
Could somebody help me in it?

1.Post a description of your external crystal circuit. Post the component
values and the connections. Post the manufacturer and part number
of the crystal.

2. Post a description of the MCLR circuit on the PIC, including the
component values and connections.

3. Post your #fuses statement.

4. Post the Vdd voltage for the PIC.

What is different in how the working chip was programmed, and how the new chips are programmed?
