Is it possible to use a PIC10F200 (or any other small mcu) to divide a 1 mHz external clock to a 1 kHz that is synchronise with the 1 mHz ????

The simplest way would be to use the 1MHz as the processor clock, then write code to output a 1 kHz signal. The 1 kHz would inherently be phase locked to the 1Mhz.

I am not familiar with the PIC10F200, but any processor that can run at 1 MHz and is supported by CCS should be easy.
