CMDs are low level primitives. Using the appropriate CMD, you could determine the total number of blocks on the device but these primitives have no visibility into how the application (your file system or equivalent) are using the blocks.

Your file system driver is responsible for block usage and therefore it is the file system driver that has visibility into what blocks are used or free.
