What does "HS" means in fuses directive ?

It means use the slightly higher gain 'high speed' oscillator. Should normally be selected for any crystal above 4MHz.
The chip's data sheet, does give the oscillator configurations, and though sometimes working out the CCS nomenclature can be slightly less than 'obvious', for this one (and XT etc.), the CCS name is identical to the one in the data sheet.
