The PIC32 is based on a MIPS core, completely different of the other PIC processors. MIPS Technologies Inc. produces several processor cores of which the M4K is the entry level. A free GNU compiler (GCC) is available. The only backwards compatibility right now seems to be a compatibility at the hardware pin level (64 and 100 pin based devices only).
Largest competitor in this area are the ARM based processors of which Atmel already has a license for several years.
