I'm working on this project below, I'm curious though if I need to include the command #fuse MCLR for this project or not. The project has a reset button that takes the normally low MCLR pin high to reset the PIC, or is it not necessary to include this fuse?

Look at the list of available fuse settings at the start of the
16F876A.H file.
Also look in the 16F876A data sheet, in the section called
"Special Features of the CPU". Look at the diagram of the
Configuration Word.
This will answer your question.
