OK so you are a beginner. Lots of those here.

Some things to start:
1. PLEASE DONT USE ALL CAPS. It looks like you are shouting. If you continue, it is unlikely you will get any help.

2. We understand you are a beginner but it will take more than code to make your project happen. Be aware folks here will be glad to help you but are not going to do your project for you, so you will have to put some effort in.

3. Later, when you post code, use the code button at the top of the screen to keep the formatting.

4. We will need to know what kind of hardware you are using and how it is connected.

5. We know you have the 16F877, what version CCS compiler are you using?

6. To get this to work you will need an interface circuit to condition the signal going to the PIC. What do you have so far, anything?

7. Search this board on the words "zero + crossing" and you will find a fair amount of code and other information to help you get there like:
