can someone recommend a 3.3v pic18 dev kit. most i find are 5v versions

This is not directly on topic, but I would like to encourage you to build your own 3.3V development kit on a breadboard. It's qicker, cheaper and more illuminating then buying a ready-made one.

I would try this.

And just use a 3.3v regulator and/or crystal/clock.
Also I would suggest a Zif socket for the PIC.
Try to get some sample PICs from microchip. order early, it may take a while.
