Write_program_eeprom / erase_program_eeprom

Write_program_eeprom not working the way it did back in compiler 149 for the PIC1687X chips.
Some change back in compiler 151 has changed the way write_program_eeprom works?
Is it required to do an erase_program_eeprom first now?

This is for a bootloader that i'm working.
The fuse for low voltage programing is set to NOLVP so low voltage programing is off.
