CCP_COMPARE and RTCC low frequency setup

I would like to use CCP to generate double pulses (from 1 to 16mS, 0.5mS increment) and can repeat at 1Hz to 10Hz.
For example: If first pulse is 2mS then second pulse (16-2mS), Time between pulses have to be less than 0.5mS
This process repeat at 1-10Hz depend frequency slection.
Can i use CCP to do this? or is there better way?
I was looking at EX_CCP1S.C, but this is only single pulse. I think i can use RTCC for low frequency setup.
