can't set the brownout fuse

I am using PCWH 3.245 and an 18F8622

I have a project that has been working for a while.

I decided to experiment with the BROWNOUT settings, so in my fuses I set NOBROWNOUT to BROWNOUT and changed the voltage.

The voltage changed but I am still in NOBROWNOUT. I check the end of the listing file to see this. Programming and checking the configuration confirms this.

I can change other fuses but just not this one.

Any ideas?

The ICD was set for DEBUG

That was supposed to have been removed loooong ago.
