18F8720 won't run

I have been running 18f8720 code on a PIC18F8722 Mini-Prototyping Board. I've been attempting to run the same code on my custom board, but it doesn't run. I can program it via the ICD-U40. The programmers returns succesfully. But I can't transmit out the UART or toggle discretes. MCLR is pulled high (4.3V).

Any suggestions?

Post your fuses... to start with.

While going over my fuses, I realized that the fuses were incorrect. It is running now!!!
