PIC16F818 not Oscillating

Hi

Just built up a new board and the PIC isn't oscillating at all (checked using a scope). I have checked the following:-

5V supply is fine.
MCLR is at a steady 5V.
0.1uF directly across 5V supply pins.
No errors whilst programming.
Replaced 4MHz resonater and Pic for a new ones.

Any other suggestions as to what could be causing this. I know it's not down to the pcb as I have had multiple applications use this pcb before without any problems.

What fuses are you using?.

Not looked at this particular device but check it's not configured for low voltage programming...

use:

#fuses NOLVP

An alternative is to pull the PGM pin low.

when u programing the pic, use config word $3f10, int the code must be select internal osc 8MHz.
It must be work correctly, if your program ok, and the pic is not dead
