I am looking for a reliable serial port programming software for EEPROM-type PIC. I am currently using IC-PROG, but not having much luck. It does not have to be free although I like free better!

Programming the processors requires both hardware and software. Do you expect to program many chips (production environment) or just now and then (R&D environment)?
I allow my designs to be programmed in-circuit, this makes it possible to use the CCS and Microchip In Circuit Debuggers (ICD) as programmers. The Microchip ICD-2 without power supply (not required and very expensive) will cost you around US$160. The CCS ICD versions cost US$75.
For students that have no money to spend there are many solutions on the web that require just a few dollars. Problem with these is that you can only program a very limited set of processor types and no support at all.
