timer1 using for count

timer1 using for count

when the ext1=1 , timer 1 must run and when timer1 is full ,rb7 is on. but as soon as the ext1=1 rb7 is on why ? i dont understand. because timer must wait 12.5 ms but it dont wait.
what is wrong?

I don't see that Timer1 is enabled. Here, you have disabled it:

setup_timer_1 ( T1_INTERNAL | T1_DIV_BY_1 | T1_DISABLED );
