Getting started with PIC18F252

Hello.
I just start with PIC18F252 and have a problem.
The problem is : I can use ICD to download the program to mc. But the software doesn’t start. Looks like I didn’t set a right bit. If I use debug mode at the beginning it works. Looks like Debugger sets right bit automatically.
If I take new mc I need to use debug mode to start the software and only after that I can program it normally.
Does anybody had such kind of problem? It looks like I must set some bit but I have no idea what!

This points to some fuse setting (Config bits). Post your #fuses statement.

Or, post a complete, but small, test program, such as a "Hello World"
program or a LED blinking program.
