I'm using PCWH 3.214 and your code seems to works fine. The .HEX file contains the correct data. However, I didn't check to see if the wrapper code correctly returns the correct byte value. What's in your HEX file? Maybe this is a fault in the retrieval code (returning zero), and not the inserted data. Take a look at the LST file (you will need to edit the device file and comment out the NOLIST directive to see the generated const tables).
