I did a new test board today and it shorts

here is the deal, I setup a test board that I have been working with for a few months, but I shipped it off to the head engineer. So I started making another test board and it just shorts out when I give it power.

Please tell me what retarded mistake I'm making.

My connections are

pin 1 +5 (reset)
pin 8 +5
pin 9 clock
pin 10 clock
pin 20 vdd ground
pin 19 +5

These are the basic connections that I have hooked up and I have short.

I pulled up the datasheet to verify, but i'm stupped it must be some dumb thing I'm missing.

When I turn on the power supply it goes to from 5 to 0 volts. I used this power supply with my previous test board with no problems. I eve swapped out wireless board to see if that would fix the problem.

And the PIC would be????????

Any other connections or just the PIC?
Is the PIC in a socket? If so, what happens if you remove the chip? Does it still short out?

i forgot some important information,

the pics is a 16f876 and it does not short if i remove the chip.

That one is easy.

Vdd = Power
Vss = Ground
