Is it possible to convert hi-tech c code to ccs c code?

It's possible to convert every code to another. Just like translating a spoken/written language. You have to work out the operations performed by the first (effectively understand it), and then re-code this using the second languages tools. Just as for translation, the hard part is taking advantage of extra features efficiently (effectively using the idioms correctly).
Automatically. No. However over 90% will compile 'as is'.
A huge amount will depend on how well documented the code is. The documentation simplifies actually understanding the code massively.
