Target not in debug mode?

I tried out a sample code, it compiled fine, but when I program it in MPLAB, everything seems fine until verification:

Programming Target...
...Erasing Part
...Programming Program Memory
...Loading DebugExecutive
...Programming DebugExecutive
...Programming Debug Vector
...Programming RSBUG
...Programming Configuration Bits
Verifying...
...Program Memory
...Debug Executive
...Debug Vector
...Verify Succeeded
.. Config Memory
ICD0083: (CICDController::EnterDebugMode) Target not in debug mode, unable to perform operation
...Programming failed

Any suggestion?

I am having the same problem too... did you ever resolve this issue?

In the configuration bit window - Background debug should be disabled.
