Hello. Аfter version 4.138 there is a problem with debugging in iсd3 dspiс33ep64gp504.

Мplab write:

Running ...
Stopwatch cycle count = 1 (decimal)
Target halted

Fix - got the replacement file devices4.dat from version 4.134

Tell CCS.
Otherwise the problem may not get fixed in future releases.
