File tabs in IDE

I've been trying to figure out how/when the IDE (4.124 PCWHD) decides to save the tab positions. I spend time moving tabs so that the code/header pairs are next to each other (makes it easier for me to navigate the code), but if I switch projects or close the IDE and then re-open the project, the tabs are back to some previous state. Not random, just the way it was before moving the tabs.

No amount of saving, or searching for options to "save editor/IDE configuration" has solved this for me.

Any ideas?
