Zigbee broadcast question??

Is it possible for the zigbee end device to broadcast the message directly without joining the network, I mean direct connection without passing coordinator?
I have tried to broadcast message from the end device, and I have two coordinator, the end device only send message to the one of the corrdinator, not two coordinator.
