Don't know the phone, _but_, a lot of units will not respond to just 'AT'.
A Hayes modem (which the command set is an emulation of), must be in 'command mode' to respond to the AT command. As opposed to 'online' state, which is where it is sitting waiting for a call, or sending data. This normally needs you to send a 'switch to command' order, which is;
<LF> (/n in C)
+++<LF>
Then the 'AT' command to verify that you are now in the command mode.
Many units do 'wake up' in the command mode (so you can then 'get away' with just sending AT), but this is not always the case.
