Does the CCS TCP/IP stack support snmp v3?
if not, then what do i need to do to have the v3 capability?

The latest version of the TCPIP stack from Microchip appears to include SNMPv3 support.

You'll want to download that from Microchip.

However, know that it's written for the Microchip C compilers (C18, C30, C32) and would need porting to CCS PIC-C.
