Phase Control Problem

I am facing a problem to drive 220VAC incandescent lamp.
The lamp can be turned ON and OFF using Triac BT16AW using opto triac MOC3020, but it remains OFF & does not dim during phase control. Can anyone help me to solve the problem?

Wrong phase control?
