Not detecting 18f45k20-I/PT IC

I need help please. Device Programmer is not recognizing the 18F45K20 IC. I'm running it at VDD=1.8V. I verified that the basic connection are correct. I can toggle PGD,PGC, and MCLR. But I notice that MCLR Vpp only goes to 2.7V.
I'm using a ICD-U40.
Software: 4.012
Firmware:2.62
Hardware: Rev 5

This is my first time working on a nano Technology PIC processor. I've worked on the 18F4520 Demo board to familiarize myself with the hardware.
