Problem with INTRC_IO (fuses)

Hi...

I have the PIC18F4620. I connected a external oscillator, 4MHz. I would like a fastest frequency.

Can I multiply this frequency by 4 with PLL? and obtain a 16MHz?

Can I use the internal RC with the oscillator connected? I compile my program with #fuses INTRC_IO and obtain this message:

"Could not start target. The target has not........ . Use View | Valid fuses to find the correct clock fuse."

See this thread. It recommends to get the lastest ICD firmware.
Apparently, if you do the downloading from within the ccsload program, then it will find and get vs. 2.53 ICD firmware, which fixes the problem:
