how do I know my PIC is working

I have a new PIC18F458 chip(IN TQFP). I tried to program it using the JDM programmer hardware and the softwares: IC-prog, winpic and PICProg, but all gave me A "programming failed" message.

How do I test if the chip is working at all?

Try it on a programmer you know is working, or try another pic.
