Hi,

The datasheet of the 16F648A and the 16F690 mentions this..
Wide Operating Voltage (2.0 V to 5.5 V).

Does this mean the device can operates even at 3 volts ?

Yes. But as always there is a catch... the maximum allowed clock frequency is lower, see Figure 17-1.

So if I use 4 MHZ crystal it should be OK.
