problem ICD-U64 with PIC16F1827

Hello,
I'm having problems trying to program the PIC16F1827 with the ICD-U64 programmer.
The CCSLOAD's diagnostics reads the chip ID just fine. The target test passes.
The Data, Clk, and Vcc are OK
The Vpp line rests in 8V but has a quick transient from about 12V to 8V at the beginning.
I just tried a voltage limiter for the Vpp, using the LM431, it stays in 8.11V, but no success programming
I tried using the board power supply and the ICD power supply (5V), same result, I keep getting the verify error, fuses and memory are not written.

I have a 47K pullup resistor in Vpp(mclr) connected on the target board.
All lines are dedicated for programming, no alternate function.
Anyone have ANY suggestion?
What is wrong with this setup?
