ICD-U64 won't program if the program size is more than 60% |

I have a problem with the ICD-U64 unit.
I tried to program a 12F675 controller.
For example:
ICD-U64 won't program if the program size is more than 60% (613 instructions).
During programming CCS device programmer stops for about 5 seconds while "Checking targed device"
Then the following message is displayed "Programming Failed"
When the program size is less than 60% it all goes well.
When the program size is more than 62% is goes wrong?
Why the magic level of 60%?
The DVM test of the ICD-U64 also doesn't work fine.
- The first time the MCLR is set at Vdd the signal goes to 5V.
- Then VPP is selected and the MCLR signal goes to 13V.
- When Vdd is selected again for the MCLR pin the signal stays at 13V.
- When Vss is selected for the MCLR pin the signal goes to 0V.
- The second time Vdd is selected for the MCLR pin the voltage goes irectly to 13V. ??????
(This is just a remark and not important at all.)
