...according to Windows. I installed a USB to serial converter since this junk we have at work lacks a serial port and now my ICD-U40 appears to use the same driver as the newly added converter and it fails to work. I've tried reinstalling the driver but it doesn't help.

I've got the same problem with a USB dongle that uses the same USB to Serial port chip as the ICD-U40.
I can't use the programmer with the dongle plugged in.

If you installed FTDI original driver it happens. Because, when the install FTDI driver. it changed PID number on FT232BM chip. so , old driver (CCS supplied) cant find the device.
Fixing procedure.
first install last driver from FTDI website.
Download mproc from FTDI web site. its available under utility page.
install mproc and run it.
plug in icd-u40
click scan on device menu.
click read n parse on tools menu
choose "FT232BM" on Device type combo box
choose "FTDI supplied PID" on usb/vid combo box.
you will see 6001 on product id. change it to F9D1 (its for ICD-U40)
Usb version value is "1.1"
and finally change Product Description , it should be "CCS ICD-U40"
first click save.
and then click write button.
thats it.
unplug and re-plug icd-usb.
computer will find a new device. and re-install your usb-icd driver.

Your problem may be what I saw in 2004. Others have seen this also.
