Bulk Erase Procedure for Picstart Plus

I'm new at PIC programming so I must be missing something obvious.

I just bought a new 16f84a and brought it home to start a little dev board for playing around and learning. I followed the instructions of some online tutorial I printed off and followed. When I try to erase it doesn't do anything and if I verify it comes back with a note saying the program is protected. I guess I must have messed it up the first time I programmed it by having the "code protect" configuraiton bit selected.

I've read that a "bulk erase" is needed to erase everything on the chip and let me be able to reprogram it. Can someone tell me how I am supposed to this with my picstart plus and MPLAB IDE? Is there another software I should use if this isn't possible with MPLAB? Is a "bulk erase" simply the procedure of providing the right voltage for the right amount of time at the right pins?

It seems odd that there's so little said about it on the websites i've visited during the last couple days. I don't want to surf the web!
