Could someone show me how to start some Timer to trigger an event every one second, using the settings below?

None of those have anything to do with what you describe...
Have a look at the software RTC in the 'code' library. The 'core' of it uses a timer to generate a 1Hz 'clock' that then does 'stuff'.
