Can anyone answer pls? how hard is it to turn enc28j60 to a minimal web server from scratch?

Hi and sorry if this question was already asked.
I need to add reliable ethernet connection to an existing control board. It should be controlled using HTML/JavaScript but it doesn't have to provide UI, just be able to read inputs & set relays using HTML requests.
I am considering the enc28j60 but curious to know what's the best way to go? It seems that the CCS example code depends on Microchip's libraries.

If I just need to send and receive short messages reliably using enc28j60 would it make sense to rewrite the whole code? Is there existing basic code for that? I don't like copyrighted and migrated code so much.

Re other solutions besides enc28j60, I can consider alternative ready-made modules but not in the $30-$40 range - I need something very basic here.
