Why can be a 0.7 v always at pin 3 of 12f683? |

Almost certainly not.
How are you measuring this?.
Is the chip actually running?.
Unless you have specified otherwise, this pin will be defaulting to being the clock out. If the chip is set for an internal oscillator, then probably something like a 1MHz signal on this pin. A DVM might well see this as a DC voltage. If the chip is set for crystal, then the voltage will depend on what is on the clock in pin. |

So you'll have a signal at 1/4 the clock rate coming out of pin 3. Fosc/4.
INTRC_IO is the setting if you don't want this clock.
Read the data sheet.
Section 3.1
"
7. INTOSC – Internal oscillator with FOSC/4 output
on OSC2 and I/O on OSC1/CLKIN.
8. INTOSCIO – Internal oscillator with I/O on
OSC1/CLKIN and OSC2/CLKOUT." |
