USB HID 64 byte limit

Is the USB HID 64 byte limit per 1mS in full speed a limit
per device
or
per configuration
or
per interface
or
per endpoint?

Put another way, since PICC is limited to one configuration per device, could I get 128 bytes with one interface and two endpoints? Or with two interfaces with one endpoint each?
