Ready MCU at 1.01 MHz

Hello,

I am trying to find out why when I run this simple program the debugger only connects at 1.01 Mhz.

Everything I've tried to do indicates the MCU is running at 8Mhz. Is it normal for the debugger to only connect at 1.01MHZ?

I am using the ICD-U64, v4.124, and I have EEPROM erasing disabled on my programmer.

Is there something simple I'm forgetting?
