TCP/IP stack Problem

Hi all,
I'm planning to send output readings of Gas flow sensors to a remote computer. Gas flow sensors are interfaced to PIC controller 18F4550.
For communication I decided to use GPRS modem with serial port interface.

My questions are:
1) I have to write TCP/IP stack if I'm using GPRS modem? (wireless)
2) and if I use enc28j60 ic...I have to write TCP/IP stack?(wired)
