time and date header files

I am coding up a DS1302 application at the moment, hardware works perfectly. I seem to remember that there was a very nice header file which handled time conversions into a "universal time" variable which allows an alarm clock application to be easily coded. Can't seem to find it on my HDD. Is is a standard library function?
