ICD-U64 with PIC16F1827

Hello,
I'm having problems trying to program the PIC16F1827 with the ICD-U64 programmer.
The CCSLOAD's diagnostic reads the chip ID fine.
The Data, Clk, and Vcc are OK
The Vpp line rests in 8V but has a quick transient from about 12V to 8V at the beginnig.
Everything else looks fine but I keep getting the verify error...
I've read several posts about a voltage limiter or clamping circuit needed to program this PIC with the ICD2, but I'm not sure if I need it with the ICD-U64 (the line rests in 8V during programming).
Does anyone have had this setup working? Is there something wrong with it? Any suggestion???

You need a 47k..49k pull up on MCLR and don't use a diode.

Thanks for your reply, yes, I have a 47K resistor from MCLR to Vcc on the target board. I just tried the voltage limiter suggested for the ICD2, using the LM431, Vpp still is in 8.11V, but no success programming, any new ideas?
